Our journey through the highest floors of Cologne begins under the roof of the WDR broadcasting centre. The tower was built from 1948-52, on of top the ruins of the bombed city centre, thus representing one of the first large constructions after the war. On the inside, the architecture is unexpectedly airy and light – a radical departure from the Neo-Classicism of the Nazi era. 

The so-called "Nato-Saal" is on the top floor – a large conference hall used by the Runkdfunkrat, the WDR's chief supervisory board. Its architecture conveys unambiguously that it is a place where important decisions are made.
